Misconduct of Judge Robert S. Draper (Part one)

Judge Robert S. Draper presently presides over Dept. V of the Los Angeles County Santa Monica Courthouse. He has some serious misconduct issues.

Here is the NOTICE OF FORMAL PROCEEDINGS from the Commission on Judicial Performance–The entity that is supposed to regulate judges.

This is what his honor turned in to the commission with a 3-ring binder, intending this to be his table of contents. We need to see this binder. Just based on the strangeness of the titles, this has to be interesting.
